Our red rock and slick rock formations, verdant forests, and spectacular\r\ndeserts await your exploration.\r\n\r\nSome of the routes on this map were established by early pioneers in\r\ntheir quest for fertile land to raise cattle, crops, and their families. In\r\nlater times, timber harvesting, mining exploration, and recreation were\r\nthe economic drivers to gain access to the more remote areas.\r\n\r\nAs you explore and enjoy our county by ATV\/OHV, you will be traveling\r\nthrough or to public lands managed by the Dixie National Forest, the\r\nFishlake National Forest, the Bureau of Land Management, the National\r\nPark Service, and Utah State Parks.\r\n\r\nThe Garfield County Commissioners and the Trail s Committee invite you\r\nto use this map to explore the spectacular beauty and varied terrain of\r\nthe mountains, plateaus, valleys, and canyons that make up our\r\nCounty's landscape. We promise you will love our good nature.\r\nPlease recreate responsibly, obey all ATV\/OHV laws and regulations,\r\nwear appropriate safety equipment, and prepare yourself for cur rent\r\nlocal conditions.\r\n\r\n1. OFF-HIGHWAY VEHICLES, DEFINITIONS:\r\nOHV’s eligible to be used on Garfield County’s Road System as all\r\nsnowmobiles, motorcycles, and all terrain type vehicles; any motor\r\nvehicle 55 inches or less in width; having an unladed dry weight of\r\n1000 pounds or less; traveling on two or more low pressure tires;\r\nhaving a seat designed to be straddled by the operator; and capable\r\nof travel over unimproved terrain.\r\n2. COMPLIANCE WITH ALL TRAFFIC LAWS:\r\nAny person operating an off-highway vehicle is subject to all of the\r\nprovisions of Title 41 Chapter 6 Utah Code Annotated, as amended,\r\n(Traffic Code) which include but is not limited to:\r\na. No person under 8 years of age will he allowed to operate an\r\nOHV on the Garfield County Road system.\r\nb. OHV Operators between the age of eight through fifteen must\r\npossess an OHV education certificate issued by the Utah Division\r\nof Parks and Recreation.\r\nc. All operators sixteen years and older must possess a valid driver’s\r\nlicense or OHV education certificate.\r\nd. All riders under eighteen years of age must wear a properly\r\nfitting, safety regulated helmet.\r\ne. No person under fourteen years of age may operate on any\r\nCounty Class B Road as part of the system unless in the\r\ncompany of someone at least sixteen years of age with a valid\r\ndrivers license or having an OHV Education Certificate in\r\npossession, and must be no further away from that person\r\nthan communicating distance at any time.\r\n3. OPERATIONS OF VEHICLE ON HIGHWAYS:\r\nNo person may operate an off-highway vehicle upon any street or\r\nhighway not designated as open to off-highway vehicle use, except:\r\na. When crossing a street or highway and the operator comes to a\r\ncomplete stop before crossing, proceeds only after yielding the\r\nright of way to oncoming traffic and crosses at a right angle.\r\nb. When loading or unloading any off-highway vehicle from a\r\nvehicle which shall be done with due regard for safety and at the\r\nnearest practical point of operation.\r\nc. When an emergency exists during any period of time and at\r\nthose locations when operation of conventional motor vehicles is\r\nimpractical or when the operation is directed by a peace officer\r\nor other public authority.\r\n4. REGISTRATION:\r\nAll vehicles operated on the\r\nGarfield County Road System\r\nmust be either safety inspected\r\nand licensed by the Utah\r\nDivision of Motor Vehicles, or\r\nregistered as an OHV by the\r\nUtah Division of Motor\r\nVehicles, or are duly registered\r\nby the appropriate agency in\r\nthe state in which the owner who operates an Off-Highway Vehicle on any public land, trail, street,\r\nor highway in Utah must pay an annual Off-Highway Vehicle or Street\r\nLegal registration fee. Some states have reciprocity, meaning there is\r\na mutual agreement between states not to charge non-residents fees.\r\n5. VEHICLE EQUIPMENT REQUIREMENT:\r\nAn off-highway vehicle shall be equipped with:\r\na. Brakes adequate to control the movement of and to stop and\r\nhold the vehicle under normal operating conditions.\r\nb. Headlights and taillights when operated between sunset and\r\nsunrise.\r\nc. A noise control device.\r\n6. PROHIBITED USES:\r\na. No person shall operate a OHV over twenty-five miles per hour\r\n(25mph) on the Garfield County Road system.\r\nb. All traffic and other safety laws and rules apply to operation of\r\noff-highway vehicles, including the prohibited use of said vehicles\r\nwhile under the influence of alcohol or drugs (UCA 41-6-44), and\r\nviolations of such laws and regulations shall be subject to\r\npenalties under Utah State Law.\r\nc. No person may operate an off-highway vehicle in connection\r\nwith acts of vandalism, harassment of wildlife or domestic\r\nanimals, burglaries, other crimes, damage to the environment\r\nwhich includes excessive pollution of air, water, or land,\r\nabuse of the water shed, impairment of plant or animal life,\r\nor excessive noise.\r\nd. No person shall operate or accompany a person operating an OHV\r\nupon privately owned land of any other person, firm, or corporation\r\nwithout permission from the owner, or person in charge.\r\ne.
