All this trouble to get basically a PDF non-navigable map?

I got this for Harriman state park but really, if it's the same as the printed map, just let me download a PDF from the web site. If it were navigable or better, layed, etc. then it's worth the effort to get a separate app. but since it doesn't seem to be, just seems like a waste to create and distribute this version and not very convenient to use.
